Administration officials are charging agencies with trimming 7% off their contracting budgets by Sept. 30, 2011. At the same time, agencies are beefing up their reporting on contractors performance.

Government contractors are already experiencing the above measures as agencies become more stringent in performance scrutiny and evaluation of outsourced work. Professional services is the most likely area from which agencies will insource jobs.
